The East Colfax Community Health, Digital Equity & Opportunity Network is a proposed 36-month initiative led by Voices on Canvas with DACARC.org as the community-facing digital platform.
The initiative is in grant-development and partnership-building. It builds from existing WebAR capability, DACARC.org and a Dayton Street Opportunity Center demonstration. Future sites, partners and funded activities will be added only through documented agreements and approved scopes of work.
The problem we are addressing
East Colfax and Northwest Aurora have many community assets—youth programs, resident leaders, cultural organizations, workforce resources, service providers and neighborhood groups. The problem is not that nothing exists. The problem is that residents often have to find those resources through disconnected websites, flyers, social posts, offices and word of mouth.
The operating model
1. Community Data Hub
A controlled information backbone for verified public resources, events, opportunities, partner listings and aggregate engagement data.
2. DACARC Community Access Network
QR and WebAR experiences that connect residents to stories, resources, directions, events and feedback tools from a compatible mobile browser.
3. Youth Arts & Storytelling
Young people create community-facing art, photography, video, audio, oral histories and digital experiences.
4. Digital Ambassadors
Trained youth and community members help residents navigate public experiences and provide neighborhood feedback.
5. Community Access Locations
Approved neighborhood locations participate through written authorization and defined responsibilities.
6. Evaluation & Public Accountability
Participation, access, partner activity, resident feedback, system reliability and sustainability are measured without turning the project into a medical database.

Data responsibility
The default design is public-resource information plus aggregate or de-identified engagement data. The proposed system is not a clinical database and is not intended to collect medical records, treatment records or diagnoses. Administrative access is role-based, with documented backup, monitoring and recovery practices.
